You will need to be signed in to an Apple Account. Windows has no Apple Podcasts app, so on a PC the phone is the only route.
On Spotify
Spotify takes a star rating but no written review. Open the show in the Spotify app, tap the ★ icon under the show title, and choose a rating. Ratings appear once a show passes Spotify's threshold, so it counts even when nothing changes on screen.

What actually helps
A rating with no text is worth leaving — it moves the number new listeners see, and that is the whole point. If you do write something, the useful review is specific: which episode, what you changed because of it, who you would hand it to. “Great podcast” is kind and does nothing for the person deciding whether to press play.
